OIL RECORD BOOK

A revised Guidance for recording of operations in the Oil Record Book Part I—Machinery space operations (all ships) has been issued.

The Guidance is intended to facilitate compliance with MARPOL requirements onboard ships by providing advice to crews on how to record the various operations in the Oil Record Book by using the correct codes and item numbers in order to ensure a more uniform Port state control procedure.

The United States is now critically dependent on GPS. For example, cell phone towers, power grid synchronization, new aircraft landing systems, and the future FAA Air Traffic Control System (NEXGEN) cannot function without it. Yet we find increasing incidents of deliberate or inadvertent interference that render GPS inoperable for critical infrastructure operations.

FLEET / SAFETY LETTER 10.0001

Starting 1 July 2010, all vessels registered under the Vanuatu Flag that are required to maintain an Oil Record Book (ORB) pursuant to MARPOL must make the following entries:

1.   The different fuel oil grades (in terms of sulphur) content and amount ordered and place onboard the vessel’s for consumption.
2.   Record the date, time and position when the change over from high content sulphur fuel to low
      content sulphur fuel occurs and vice versa.

Paris Memorandum of Understanding (MoU) adopts new inspection regime

 

The Paris Memorandum of Understanding on Port State Control (Paris MoU) held its 43rd Committee meeting in Dublin, Ireland

The meeting was held in the Dublin Castle Conference Centre and was opened by Minister of Transport Mr Noel Dempsey TD. The meeting was chaired by Mr. Brian Hogan (Chief Surveyor of the Marine Survey Office), at the Department of Transport.

SECURITY LEVELS REMAIN AT LEVEL 2 IN NIGERIA AND SOMALIA
There has been no change in the Security Levels since our last Update.

PARIS MOU ON PORT STATE CONTROL

03060.GEN - International Ship and Port Security Code Compliance

In December 2002, the International Maritime Organization passed the International Ship and Port Security Code (ISPS Code). In order to come into compliance with the Code, we require that companies seeking Continuous Synopsis Records (CSR), to forward us the information requested.

The information can be provided on Form: CSR Inquiry. This information will enable us to issue the required documents for each vessel well in advance of 1 July 2004.

06087.GEN - Port State Control Statistics for Vanuatu 2003 - 2005

For the fourth year in a row Vanuatu’s low detention rate in the United States made Vanuatu vessels eligible for the U. S. Coast Guard’s QUALSHIP 21 program. The QUALSHIP 21 eligibility continues in 2006 with only 1 detention, and a three year rolling average detention rate of 0.61%, more than three times better than the all ships/all flags rate of 2.00 %.

CLS, the organization contracted by the Vanuatu government to conduct conformance tests on its behalf, has recently advised VMSL that additional data is required in order to complete conformance testing.
